Bridging national ambition and local action

CHAMP was launched at COP28 by the COP28 Presidency and Bloomberg Philanthropies as a platform to enhance collaboration between national and subnational governments in climate policy and finance.

Recognizing that cities and regions play a critical role in implementing national climate commitments, CHAMP was designed to bridge the gap between local action and national policies.

    Strengthen Multilevel Cooperation Coordinate national and subnational actors in designing and implementing key national climate plans including NDCs, NAPs, NBSAPs and LT-LEDS.

    Improve Climate Finance Access Improve access to climate finance at the subnational level through enhanced coordination mechanisms co-designed by different levels of government.

  • 1Consult with subnational governments to determine avenues for subnational action contributing to national mitigation and adaptation commitments.
  • 2Work collaboratively with subnational governments to unlock and realize mitigation and adaptation action by involving them in the review, design, and implementation of national commitments.
  • 3Create inclusive institutional processes to enable subnational governments to contribute to further enhancing NDCs, ahead of COP30.
  • 4Include relevant subnational government projects in climate-related investment priorities and help them secure resources from public and private financial institutions.
  • 5Undertake regular, inclusive country-led reviews of progress at national and subnational level around the implementation of CHAMP commitments.
  • 6Meet among endorsers with representative subnational leaders at a global High Level Political Dialogue on Multilevel Climate Action before both COP29 and COP30.

How to Formally Join

    Send a Letter of Endorsement

    Countries wishing to join CHAMP send a formal letter or communication of endorsement to the CHAMP Secretariat via email at secretariat@champ-climate.org

    Indicate Public Recognition

    The endorsement should confirm the country's agreement to being publicly referenced as a CHAMP member.

  • 3
    Designate a Focal Point

    Designate a focal point (name, title, contact) within the relevant endorsing ministry to receive CHAMP communications.

    Begin Implementation

    Access CHAMP resources, participate in events, and begin consultations with subnational governments.

NGO / Partner Organizations

Civil society organizations and NGOs can express interest in becoming "Friends of CHAMP" partners to support CHAMP national governments in implementing their pledge.
